Why this matters

Why cross-border screening matters

Not all sharing is raw data export

International cooperation may involve public maps, research views, API access, downloads, cloud access, or remote login. Each pathway has different governance implications.

Marine ecological data may be sensitive

Even when a dataset does not contain personal information, it may include precise nesting sites, release locations, endangered species routes, protected-area information, or unpublished research records.

Ecological and digital jurisdiction differ

Animals crossing jurisdictions versus data crossing jurisdictions are separate questions. An animal crossing a maritime boundary does not by itself establish that digital data has been transferred across borders. Conversely, remote overseas access may raise cross-border data questions even if the data remains stored domestically.
