As global marine conservation, species movement research, and biodiversity governance become increasingly data-driven, collaborative, and international, Zhishen Technology has extended its data modeling capabilities into marine ecological data and sensitive species tracking. This work has led to Blue Circle, a marine data governance and demonstration platform.

Blue Circle does not seek to replace tracking systems operated by universities, research institutions, or conservation organizations. Nor does it claim authority over underlying datasets held by partners. Instead, it asks how sensitive marine species data can be visualized, shared, studied, or communicated internationally without exposing sensitive locations, weakening scientific attribution, or changing partner authority, custody or stewardship boundaries.

Chengdu Zhishen Technology Co., Ltd. was established in 2014 and has long been engaged in data analytics, data model development, complex information communication, and technology platform development. The company has experience delivering data and technology projects with multinational corporations, large enterprises, and relevant organizations, and is capable of working in multi-stakeholder environments involving complex business logic and cross-organizational collaboration.

In recent years, the company has extended its data capabilities into marine wildlife conservation, developing sea turtle telemetry devices, marine wildlife tracking data platforms, and governance tools for sensitive marine data. Its work explores governance processes covering data ingestion, custody, access control, sensitive location protection, research attribution, controlled sharing, and audit trails.

The company continues to engage with issues at the intersection of international environmental law, the law of the sea, marine biodiversity conservation, and cross-border research collaboration. Blue Circle is built on a simple principle: the value of marine data lies not only in being visible, but in being understood, protected, and used responsibly.

Through data governance models, visual mapping, cooperation mechanisms, and technical tools, we aim to support marine research institutions, conservation organizations, policy researchers, and international partners in developing safer and clearer ways to collaborate around sensitive marine ecological data.

Interdisciplinary foundation

Founder’s Perspective

The Blue Circle data governance model grew out of the founder’s long-standing interest in marine conservation, international environmental law, and the law of the sea.

The founder holds a master’s degree from Macquarie University, with academic study including International Environmental Law.

For migratory marine species such as sea turtles, tracking data may involve scientific outputs, conservation actions, sensitive habitats, community participation, cross-border marine areas, institutional attribution, and international cooperation. How such data is displayed is therefore not merely a mapping or technical issue. It is also related to environmental law, ocean governance, data rights, and cooperation rules.

In this context, Blue Circle brings together data model development, environmental law, marine governance, and conservation practice to create a governance-oriented model for sensitive marine species tracking data. The goal is to transform questions about sharing, level of detail, ownership, access, attribution, and sensitive-location masking into an operational data governance tool.

Blue Circle is not simply a mapping platform. It is a governance layer for marine ecological data.

Model extension

From species data to knowledge-sensitive data

Blue Circle was initially developed around sensitive marine species tracking data, but its governance model is not limited to movement data alone. In marine conservation and international ocean governance, certain datasets may also be connected to local knowledge, community stewardship, customary marine use, scientific attribution, custody, authorization, and benefit-sharing contexts.

For this reason, Blue Circle does not only ask whether data can be made public. It asks who can see the data, at what level of detail, under what conditions, how attribution is preserved, and how the boundaries of data holders and knowledge holders can be respected.

This design logic allows Blue Circle to connect with broader ocean governance questions, including data sharing, capacity building, traditional knowledge protection, and fair benefit-sharing in the context of BBNJ.
